No. The plan price is what you pay for the build. Third-party costs such as your domain name, hosting, or app store developer accounts are billed at cost and agreed with you in advance.
Yes. Once the project is complete and paid for, the website, app and source code belong to you entirely. You are free to host or maintain them with anyone.
